Advancing Women's Political Representation
Making Women's Voices Count Where Decisions Are Made. Dismantling systemic hurdles, advancing legislative inclusion, and building pathways to sustainable executive appointments.
Support for the Special Seats for Women Bill
The IPAC Directorate of Women Affairs strongly supports the Special Seats for Women Bill, which seeks to alter constitutional frameworks to create dedicated legislative seats for women in Nigeria's National Assembly and State Houses of Assembly.
Despite women comprising nearly half of Nigeria’s population and voting base, women remain starkly underrepresented in parliamentary chambers across the federation. We believe that genuine democracy requires balanced representation, and that influential stakeholders across parties and society must lend their collective voices to advancing this historic reform.
"The Directorate strongly supports the Special Seats for Women Bill, which seeks to increase the number of women in legislative houses across the country. We believe your voice and influence would significantly advance this cause."
Transforming Democratic Parity
Creates guaranteed seats in the Senate, House of Representatives, and State Assemblies without altering existing non-reserved constituencies.
Injects vital maternal health, economic empowerment, education, child welfare, and community security priorities into primary legislation.
Aligns Nigeria with leading African democracies that have utilized affirmative parliamentary mechanisms to accelerate development.
Gender-Inclusive Political Structures
Reforming internal party mechanisms to establish fair, competitive, and supportive environments for women.
Fair Nomination Processes
Advocating for transparent primary guidelines, eliminating exorbitant nomination form fees for women, and establishing verified affirmative quotas across party candidate slates.
Executive Party Organs
Ensuring women hold substantive decision-making portfolios—such as Party Chair, Secretary, and Legal Adviser—rather than being relegated exclusively to symbolic 'Woman Leader' roles.
Electoral Violence Prevention
Collaborating with law enforcement, INEC, and political party executives to institute zero-tolerance frameworks against gender-based intimidation, blackmail, and political harassment.
Leadership Beyond Elections: Appointive Parity
Women's political contributions must not end with campaign participation or electoral outcomes.
The Directorate advocates vigorously for the systematic inclusion of qualified women—including women who contested elective posts but were not returned elected—into appointive public positions across federal, state, and local governance.
- • Cabinet Portfolios: Commissioners, Special Advisers, and Directors-General.
- • Statutory Boards: Governing councils of universities, health agencies, and development commissions.
- • Judicial & Regulatory Panels: Commissions on law reform, civil service, and public procurement.
Note: All nominations and appointments remain subject to applicable constitutional requirements, merit standards, and selection laws.
"From political visibility to meaningful representation. From electoral competition to collaborative governance."
When qualified women who contested elections are appointed to boards and public institutions, democratic systems retain deep institutional knowledge, technical expertise, and committed public servants who would otherwise be sidelined.
Institutional Engagement
The Directorate operates as an active bridge connecting government institutions, elected parliamentarians, electoral stakeholders, civil society, and international partners.
Civic Education & Community Advocacy
Policy victories at the legislative level are meaningful only when supported by vigorous grassroots enlightenment in rural and riverine communities.
